JOB DESCRIPTION

 

POSITION:               HSE OFFICER

REPORTS TO:         Group HSSE Manager

 

SCOPE

 

To provide support to the General Manager and Port Operations Manager in ensuring compliance with HSE legislature and industry best practice and maintaining the ChagTerms HSE Management System.  To effectively implement, sustain and update the HSE Management System in a manner which would sensitize employees, heighten their HSE awareness and deepen their appreciation and understanding of the benefits of working in a HSE conscious workplace, while also meeting internal and external customer needs.

 

KEY FUNCTIONS

 

  • To work with the Port Operations Dept. to ensure compliance, sustain, update and revise the current EHS Management system to ensure its effectiveness and continuous improvement in relation to our environment.
  • To plan, co-ordinate and ensure all HSSE related activities (external and internal) such as audits, meetings, (incl. Management Review), training programs (with HR), information for tenders, etc. occur in a timely and effective manner.
  • Responsible for maintaining and upgrading (when required) the existing HSE Management System in accordance with the STOW, ISO 9001 and ISO 14001 standards.
  • To keep up to date with legislation, regulations, codes of practice in terms of HSSE and relate this information to the Management Team on a timely basis.
  • To create a positive environment conclusive to the attainment of corporate goals.
  • To co-ordinate, manage, and assess the activities of the Port.
  • To promote and develop HSSE awareness throughout the Company including recommendations for improvement.
  • To maintain efficient filing systems- hard copy and electronic – and ensure all HSSE related filing is kept current.
  • To ensure HSSE orientation is conducted with all new employees and all visitors/subcontractors/casual crews etc.
  • To participate in the internal HSSE audits including developing audit schedules, planning and conducting audits, preparing audit reports and following up to close off non conformances.
  • To conduct ad hoc audits on the company’s compound, jobsites, etc.
  • Assist in the development and maintenance of the ChagTerms Operations MIS databases and provide timely, complete and accurate management information to internal and external customers via standard periodic reports.
  • Interfacing with departments and persons that provide the information required for the MIS databases to ensure that this is delivered on time in full.
  • Provide data analysis to monitor safety performance of customers and contractors.
  • Administer ChagTerms Accident Investigation Reports (AIR) System and database.
  • Assist the General Manager by providing weekly/monthly statistics on a one-page report.
  • Prepare the following information and display on the T Drive on a monthly basis.  Near Miss Reports, TBRAs, AIRs, Weekly/Monthly Reports and in Memo’s and Bulletins.
  • Assist in the statistical analysis of safety data e.g. AIRs, Near Miss Reports, TBRAs.
  • Collect and analyze safety data to identify problems/trends and determine root causes.
  • Administer ChagTerms AIRs and Near Miss reporting system and database, to facilitate closeout in a timely and thorough manner.
  • Prepare statistical reports for management as requested, using existing data sets, on an agreed delivery timeframe.

 

MINIMUM QUALIFICATIONS

 

  • Degree in HSE related field or NEBOSH Diploma
  • Multi-role experience in operational areas
  • Environmental Management Systems
  • Risk Assessment
  • HSE Auditing

HEALTH, SAFETY AND ENVIRONMENT (HSE):

 

 

  • Knowing, understanding and complying with legal requirements for HSE.
  • Understanding and following the Company’s HSE policy, procedures and work practices.
  • Reporting to the supervisor any unsafe condition, procedure, defective equipment and or any situation, which can endanger oneself or others.

GENERAL

 

  1. Hours of Work

The normal hours of work are from 8.a.m. to 4.30 p.m.  Mondays through Fridays with one (1) hour’s break for lunch normally between 12.00 noon and 1.00 p.m.  Because of the nature of employment, the employee will be required to work outside of these normal working hours as and when the occasion arises.
