JOB SUMMARY: Oversee the organization’s HSE systems in compliance with the strategic goals and objectives. This includes all HSE related systems, their design, their implementation, lowering risks, improving the company’s HSE culture, and ensuring the safety of all our projects and the well-being of all employees and customers.
DUTIES AND RESPONSIBILITIES:
Lead/manage the HSE Department’s daily operations with effectiveness, establishing and putting into place plans, procedures, and systems to offer technical guidance and assistance to the organization.
Ensure compliance to regulatory and safety management systems up to date; additionally, promote safety behaviours to keep the business aware and focused on risk reduction and safety management.
Assess and implement the HSE process in order to identify areas and offer suggestions for improvement. Review HSE policies & procedures, make recommendations and implement improvements to ensure compliance with regulatory codes and standards and industry. Adhere or comply with the existing HSE policies established by our customers.
Offers guidance to enhance site safety performance based on audits.
To maintain STOW certification for the company and conduct surveillance audit for compliance.
Review and complete strategic HSE Risk Assessments.
Develops policies and procedures and guidelines to support the HSE Management System.
Maintains records, reports and documents that are required to meet corporate and regulatory requirements.
Must be able to carry out thorough investigations for accidents or incidents and manage the closure of non-conformances and any findings from the accidents or incident investigations.
To compile lessons learned from incident/accident investigation.
To revise the HSE System based on findings from investigations arising from incidents/accidents.
To establish and maintain the program for orientation of new hire employees and re-orientation of existing employees.
Preparation of safety documents for tender including Job Hazard Analysis (JHA), Risk Assessment (RA), HSE Plans/Manuals etc.).
Review incidents reports, safety related feedback and/or complaints from clients, assess the root causes and identify corrective actions to prevent recurrence.
Provide planning for emergency situations.
Oversee the planning and execution of HSE drills.
Monitor the HSE performance of all contractors/subcontractors working on the company’s premises or job site to ensure conformance with the company’s / client’s HSE System.
Participate in client meetings, audits, site visits, and any other HSE-related forums.
Perform any other duties as directed or assigned by the Manager.
EXPERIENCE & QUALIFICATIONS:
Bachelor’s degree in Occupational Safety, Health & Environment or equivalent.
Recognized HSE certification as a Safety Professional i.e., Certified Safety Profession (CSP), Associate Safety Professional (ASP), Occupational Hygiene and Safety Technician (OHST) is preferable.
Technical knowledge and experience in hazard identification, with detailed knowledge of HSE practices and procedures and delivery of safety programs.
A minimum of five (5) years’ experience in Occupational HSE in the oil and gas sector or any other similar environment with a minimum of five (5) years in a supervisory role.
Ability to recognize hazardous situations and implement timely corrective measures.
Knowledge of Environmental Health and Safety training required by the government regulations.
Knowledge of the T&T OSH Act, STOW and any other HSE related legislation, codes and standards.
Strong analytical and problem-solving skills, solution oriented.
