The Health, Safety, Security, Environment (HSSE) Manager reports to the Plant Manager with dotted line to the Chief Visionary Officer, and is responsbile for ensuring that all hazards related to the Asset operation are identified, and all risks assessed and reduced through prevention and mitigation. The position fosters HSSE learning and a culture of continuous improvement through knowledge dissemination, initiatives and compliance and assurance audits, and is responsible for the development and provision of technical and administrative HSSE initiatives, which bear critical importance to overall Company objectives, operations, and profitability.
Duties include, but are not limited to, serving as the Company’s subject matter expert within the field of HSSE to address regulatory agency compliance issues, third party safety & liability issues affecting consultants and subcontractor representatives; conducts comprehensive on-site safety assessments on a predetermined and established frequency basis to ensure regulatory and organizational compliance; accountable for development & implementation of an effective internal HSSE-related Audit Management System; reviews and implements HSSE programmes, and reviews and updates HSSE policies and procedures. Performs safety surveys and inspections, prepares written reports of findings and recommendations for corrective and preventative measure where indicated and follows up to ensure measures have been implemented.
Initiates & ensures that investigations of incidents, accidents, (serious) near misses & unsafe working conditions are conducted in a complete & timely manner, following proper process, providing remedial actions to achieve effective incident prevention & avoidance of losses. Plans and performs internal audits as the lead auditor, and plays a leading role during certification process such as preparation of documentation, implementation of prepared documents, and provides leadership in developing and directing quality assurance and quality improvement initiatives. Reviews and maintains the Emergency Management Plan to ensure regular emergency response is effective and promote staff readiness at all timesn and ensures effective contractor HSSE management systems are implemented and monitored. The position also requires frequent on-site work, occasional climbing of ladders and platforms, working at heights, confined space entry into vessels and other equipment as necessary.
Qualifications/ Experience
Bachelor’s or Associate Degree in Engineering, Environmental Management or relevant technical discipline with a minimum of seven (7) years of related HSSE experience inclusive of at least three (3) years supervisory experience within a Petrochemical environment. Certification with a industry recognized Institution in safety, industrial hygiene, or environmental management is preferred. Expert understanding of Health and Safety, and Quality Management procedures and legislation specific to the energy industry, with a proven track record of designing, documenting, and implementing HSSE management systems and procedures.
