Applications are invited from suitably qualified persons to fill the following position at the North-Central Regional Health Authority (NCRHA).

HUMAN RESOURCE OFFICER II

The incumbent will be responsible for providing technical support to appropriate Human Resource personnel to ensure the efficient delivery of services to support the Human Resource functions of the Authority.

Main Responsibilities:

  • Supervises the preparation of employment contracts and offers of employment in conformity with policies and guidelines.
  • Provides data and prepare monthly, quarterly and annual reports as delegated by the organisational relationship.
  • Supervises the processing of recommendations for leave relief to support the delivery of services in the administrative units.
  • Performs complex administrative duties such as the interpretation of agreements, rules, regulations and policies.
  • Drafts Board Notes and costing as delegated by the organisational relationship.
  • Implements Board decisions under the general supervision of the organisational relationship.
  • Processes approvals for the award of increments.
  • Reviews Staff Appraisals to facilitate the award of increments and renewal of contracts.
  • Renders advice on procedures in Regional Health Authorities and the Public Services as it relates to the Health Sector.
  • Assists the organisational relationship in drafting Human Resource policy guidelines and procedures for review by the line Manager and/or General Manager, Human Resource.
  • Conducts research and prepare reports on Human Resources matters delegated by the organisational relationship.
  • Verifies worksheets for payment of arrears of staff.
  • Prepares listing of officers to be granted permanent employment in keeping with the Authority’s policies for review by the organisational relationship together with the General Manager, Human Resource and the Executive Management as and when required.
  • Oversees the signing of employment contracts and offers of employment with staff.
  • Prepares manpower variance reports on a quarterly basis as required.
  • Identifies training needs from Staff Appraisal Reports for the attention of the relationship.
  • Proactively draft Board Notes, circulars, organisational charts, schedules, complex items of correspondence and remedy operational on Human Resource queries.
  • Facilitates Human Resource coaching and mentorship with the support staff in administrative units.
  • Assists administrative units in the review of services and staffing needs to facilitate improving the introduction of new services.
  • Performs other related duties as directed by the organisational relationship.

Minimum Qualifications, Training and Experience:

  • Bachelor of Science Degree in Human Resource Management or Public Administration.
  • Minimum of three (3) years experience in a similar position.
  • Certification in Microsoft Office.
  • Introductory/Intermediate training in Industrial Relations and Strategic Planning will be an asset.
  • Experience in the Public Service will be an asset.
  • Any other Human Resource qualifications, training and experience may be considered.

 

*Certificates acquired at foreign universities must be supported by certified transcripts, as well as evidence that the completed programme is accredited in Trinidad and Tobago.
