Applications are invited to fill the position of PROCUREMENT OFFICER (CONTRACT) in the CORPORATE UNIT

 

Job Summary

In compliance with the prevailing local public procurement legislation, plans and procures the supplies, equipment, materials and services (including consulting services) required and implements organizational Procurement Policy and Procedures in order to optimize the value of such purchases for the Trinidad and Tobago Bureau of Standards (TTBS).

 

Principal Accountabilities

  1. Leads the planning and coordinating of the organisation’s procurement and disposal activities under the direction of the Executive Director.
  2. Designs, develops for approval and implements efficient and effective procedures and tools to support TTBS’s procurement and disposal activities
  3. Develops, implements, monitors the annual procurement plan/programme and measures organizational procurement performance
  4. Ensures that all procurement activities comply with applicable laws, regulations, policies and procedures and adhere to the principles of accountability, transparency and value for money
  5. Forecasts the procurement needs of TTBS for supplies, equipment, materials and services by conferring with Managers, Heads of Units and other relevant staff to ascertain their requirements.
  6. Carries out pre-qualification exercises to establish and maintain a database of approved suppliers/contractors.
  7. Obtains the necessary approvals to incur expenditure for the purchase of supplies, equipment, materials, services and other related procurement transactions.
  8. Prepares expressions of interest, requests for quotations, letters of invitation, requests for proposals and tender documents and issues letters of award to successful bidders and informs unsuccessful bidders.
  9. Manages the dispatch of tender documentation and co-ordinates responses to tender enquires as appropriate while ensuring that tender and contract documentation are compliant with TTBS’ procurement rules.
  10. Assists in the evaluation of submissions and selection of appropriate suppliers and contractors to promote good procurement practice with due regard to sustainability, ethical purchasing standards and value added costing.
  11. Participates in negotiations of contract terms on a range of contracts and also obtain information on prices and availability.
  12. Oversees the monitoring of suppler/contractor performance.
  13. Monitors the disposal of surplus or unserviceable items and maintains appropriate records.
  14. Produces appropriate option appraisals to ensure that the most cost effective project solution is implemented.
  15. Maintains purchasing policies and enforces compliances.
  16. Responsible for maintaining TTBS’ asset register as well as a record of all supplies, materials and services procured by the TTBS.
  17. Provides information to Management on the cost of supplies, equipment, materials and other services for use in budget proposals.
  18. Prepares reports, correspondences and other documents on procurement matters for stakeholders including Management, the Board and the Regulator.
  19. Plans, organizes, directs and co-ordinates the work of staff engaged in procuring supplies, materials, equipment and services for TTBS; provides them with advice and guidance on procurement issues; evaluates and reports on their performance.
  20. Represents TTBS on committees and at meetings/programmes and other fora related to procurement matters.
  21. Recommends updates to the Handbooks and Guidelines.
  22. Performs other related duties as required.

 

QUALIFICATIONS & EXPERIENCE

Bachelor’s Degree in Supply Chain Management, Project Management or Business Administration (with core courses in procurement/supply chain management) or a related field from a recognized University.

Training as evidenced by the possession of a Chartered Institute of Procurement and Supply (CIPS) Advanced Diploma or the Institute for Supply Management (ISM) Certified Professional in Supply Management or an equivalent combination of education and experience.

 At least five years work experience performing procurement duties in a supervisory level position.  Familiarity with the public sector procurement regulations.
