JOB PURPOSE:

 

 

Manage the Company’s Health, Safety, Security and Environmental systems, in accordance with the HSSE strategic goals and objectives.  This includes the safety and well-being of all personnel, maintaining all HSSE-related systems, design, and its’ execution, reducing risk and enhancing the HSSE culture of the company.

Key Relationships

Key Responsibilities:
§  Advise the Manager – QHSES and prepare reports on issues related to Health, Safety, Security and Environment, manage risks and the implementation of relevant systems

§  Manage the daily activities of the QHSES Department and the security guards

§  Coach, mentor and communicate TOSL’s HSSE values to encourage culture change within the organization

§  Review and complete strategic, operational, and tactical HSSE risk assessments

§  Assist with the coordination of carbon and waste management projects

§  Assist with the HSSE strategic plan and annual budget

§  Manage the closure of non-conformances and any findings from incident investigations

§  Review incident reports, customer feedback and complaints, assess root causes and identify corrective actions to prevent a recurrence

§  Provide planning for emergency situations, including crisis planning/response, hazard mitigation and business continuity

§  Monitor the HSSE performance of all contractors/subcontractors working on any of the company’s premises to ensure conformance with the company’s procedures

§  Oversee the planning and execution of HSSE drills and Committee Meetings

§  Participate in client-initiated meetings, leadership site visits, audits, and any other HSSE-related forums

§  Review HSSE policies & procedures, make recommendations and implement improvements to ensure compliance with regulatory codes and standards and industry best practices

§  Monitor the effectiveness of TOSL’s HSSE performance and provide recommendations for continuous improvement

§  Ensure HSSE audit, risk management and controls are implemented in compliance with the HSSEQ management system, regulatory and industry best practices

§  Develop performance standards and KPIs for all direct reports and conduct performance appraisals

 

§  Perform any other duties as directed or assigned by the Manager

HSSEQ:

§  Identify the training needs of all personnel in his/ her department based on the performance management system

§  Approve HSSEQ System Documentation after verifying its compatibility with the ISO 9001: 2015 Standard

§  Raise and action non-conformances/ observations/ incidents

§  Participate and manage in the Behavioural Based Programme (ONE Card Programme)

§  Recognize and own responsibility for personal safety

§  Perform duties in a safe manner observing established HSSEQ policies & procedures

§  Stop or refuse unsafe work and report immediately

 

Working Conditions & Job Requirements:

§  Work flexible hours in order to meet deadlines.

§  Sit for prolonged periods at the workstation using computer systems

 

Qualification/Skills/ Experience
Qualifications

§  Master of Science (MSc) in Health Safety and Environment (HSE) or Renewable Energy

§  Bachelor of Science (BSc) in Occupational Health and Safety, Chemical, Process or Environmental Engineering or its equivalent.

§  Lead auditor or Implementor for ISO 45001:2018 and ISO 14001:2015

 

Skills & Abilities

§  Knowledge of the T&T OSH Act, EM Act 2000, ISO 9001, ISO 14001, ISO 45001, STOW and any other HSSEQ-related legislation, codes and standards

 

Experience:

§  Minimum of seven (7) years’ experience in the field of HSSE within the Oil and Gas or Petrochemical sector, with three (3) years’ experience in middle management
